Can You Use AI on a Federal Job Application?

Three things changed in 2026: federal announcements added essay questions with an AI certification, OPM issued guidance on assessments, and AI companies began watermarking generated text. They get discussed as one issue. They are not. Here is what each one actually covers.

The short answer

  • Merit Hiring Plan essays — no AI. If you answer them, you certify the words are your own and that you used no consultant and no AI.
  • USA Hire assessments — no AI. OPM guidance names ChatGPT, Claude, and Copilot specifically. These measure your independent ability.
  • Your resume — not covered by either prohibition. Neither rule bans AI assistance on the resume itself. But the content still has to be true, and it still has to be yours.

1. The Merit Hiring Plan essay questions

Competitive service announcements graded GS-05 and above now include four free-response essay questions, each capped at roughly 200 words. They cover your motivation for federal service, your commitment to the Constitution and the rule of law, your most relevant specialized experience, and what you would contribute in your first six to twelve months. Announcements for teachers, Wage Grade positions, and seasonal work are generally excepted.

If you choose to answer them, you certify that the responses are in your own words and that you did not use a consultant or an AI tool such as a large language model. Federal applications are certified documents, and a knowingly false certification carries exposure under 18 U.S.C. § 1001.

Two details that are widely misunderstood: the essays are mandatory for agencies to ask but optional for you to answer, and per OPM they are not scored or rated. Skipping them does not disqualify you.

2. USA Hire assessments

OPM guidance issued in August 2026 states that applicants may not use artificial intelligence tools — naming ChatGPT, Claude, and Copilot — while completing USA Hire assessments. These assessments are designed to measure your independent competencies and must be completed without assistance.

This is a narrow, clear rule and it is easy to comply with: close the other tabs. It applies to the assessment session, not to how you prepared your application beforehand.

3. AI text watermarking, explained plainly

On August 2, 2026, Anthropic began embedding an invisible, machine-readable watermark in text generated by Claude. It was driven by Article 50 of the EU AI Act, but it was deployed worldwide rather than only in Europe, it applies to output from the API as well as the consumer app, and developers cannot switch it off. Other providers are moving the same direction.

There is a lot of bad information about what this means. The accurate version:

What is true

  • The mark is statistical — woven into word choice itself, not hidden characters or metadata.
  • It travels with the text when copied and pasted, and may survive light editing.
  • Heavy rewriting, paraphrasing, or translation can remove it.
  • A detected mark indicates text was processed by Claude — not that Claude authored it.

What is not true

  • It does not break applicant tracking system parsing. Nothing is added to the document.
  • It does not put a visible flag on your application.
  • No major ATS — Workday, Greenhouse, iCIMS, Taleo, SuccessFactors, Lever — performs AI-authorship detection. They score how well you match the job.
  • Absence of a mark does not prove text was human-written.

Detection is also not widely available. Anthropic offers a free checker for files, and watermark detection APIs are in private preview for a limited set of organizations such as regulators, researchers, educators, and media. It is not a capability sitting inside federal hiring systems today.

Our read: the watermark is not the thing to worry about. The certification is. A watermark is a signal that text passed through a model; a certification is a statement you personally sign. Focus on the one with your name on it.

4. How this site works

We separate the two jobs that usually get bundled together. Reading a job announcement is pattern work that software is genuinely good at. Describing your own career is not.

AI reads the announcement

Claude parses the Specialized Experience statement, KSAs, and screen-out elements, then reports what your resume is missing. That output is advice shown on your screen. It is not inserted into your resume.

You write

Build From Scratch asks you structured questions and assembles the answers you typed. There is no generative step in that path at all — the builder only selects, orders, trims, and applies a fixed list of meaning-preserving terminology swaps. It is tested so that no substitution can ever upgrade "assisted" into "managed." Fabrication is structurally impossible rather than merely discouraged.

Your resume is rendered to USAJobs plain format with the fields federal HR requires — hours per week, supervisor, dates, grade — inside a two-page budget.

If you upload an existing resume instead: pasted prose has no discrete fields to work from, so that path does use AI to restructure your existing wording into federal format. It rewrites what you wrote — it does not invent history — but the resulting prose is model output, and under current provider policy that text carries a watermark. 5. What we would tell a friend

  • Write the Merit Hiring essays yourself. They are short, they are optional, and they are the one place a certification has your name on it.
  • Close every other tab during a USA Hire assessment.
  • Use software to find out what a job announcement is asking for. That is analysis, and it is exactly what it is good for.
  • Make sure every line of your resume is something you could defend out loud in an interview. That standard has not changed in decades, and no watermark alters it.
